The retirement benefits such as gratuity and leave encashment in respect of Government employees on deemed deputation to Prasar Bharati are being referred to concerned PAO’s for per-auditing and corrections for any shortcoming/discrepancies. But there was no procedure for the settlement of retirement benefits i.r.o Prasar Bharati (CAB) employees recruited after 05-10-2007.
Due to this the stations/kendras are facing difficulties to settle such cases. Hence competent authority in Prasar Bharati has decided to streamline the procedure to be followed for the payment of gratuity and leave encashment in respect of Prasar Bharati (CAB) employees recruited after 05-10-2007 as below: –

  1. The payment of gratuity and leave encashment in respect of Prasar Bharati (CAB) employees recruited after 05-10-2007 is to be made by the Head of Office of the concerned Kendra/ Office/ Directorate through IEBR without the involvement of
    the PAO.
  2. Concerned sections of all the Kendra/ Once/ Dte.,s shall identify/ the number of officials/ officers going to retire in the succeeding financial year and calculate the additional fund requirement for the payment of Gratuity and Leave encashment for the entire financial year and project the fund requirement and LOC under the specified budget heads (IEBR Heads) to B&A Wing of prasar Bharati Sectt. through the concerned Directorate.
  3. Concerned sections of Kendra/ once/ Dte.,s shall prepare the proposal for payment of gratuity and leave encashment three months prior to retirement or after the death of employee as the case may be_.
  4. The approved proposal by HOO shall be forwarded to the concerned O/o Zonal_Head (Admn.) for pre-auditing/ examining by the Committee constituted as per para-5 of this OM within 15 days of the death of the employee/ 3 months prior to retirement, as the case may be.
  5. A Committee of 03 members shall be constituted by the Zonal Head (Admn.) in his office comprising of the following members, for concurring/ pre- auditing of the case, in regard to the payment of gratuity and leave encashment in
    respect of Prasar Bharati (CAB) employees recruited after 05-10-2007, before making the payment: –
    (a) DDA/ Sr. Accounts Officer (b) Sr. Accounts Officer/ Accounts Officer/ Asstt. Accounts Officer (c) To be nominated by the concerned Zonal Head (Admn).
  6. The Committee as mentioned above shall examine the cases. If any shortcoming/discrepancies are obserued by the Committee, then the case shall be returned to HOO with their obseruation/correction within 7 days of its receipt. If
    proposal seems to be in order, the same is to be conveyed to HOO within 15 days.
  7. ln the remaining two months correction, forwarding of corrected proposal to O/o Zonal Head (Admn.) for re-checking and concurring, preparing of bills and other formalities including the making of payment shall be completed.
  8. The Zona! Head (Admn.) shall intimate the constitution of above-mentioned committee for pre-auditing of the cases, to all concerned and shall ensure the timely settlement of pension cases as above.
